Independent Living

The mission of CURRENTS is to provide human resource and organizational development interventions that lead to improved quality of life, independence and employment outcomes for people with disabilities. Centers for Independent Living (CILs) and Statewide Independent Living Councils (SILCs) serving individuals with the most significant disabilities are key partners in achieving those outcomes.

CURRENTS has a long history of supporting the efforts of CILs and SILCs to plan, develop, conduct and administer Independent Living services and evaluate their effectiveness in providing those services. The CIL funding formula can provide:

  •  An equitable solution for the funding of existing CILs and the expansion of the statewide network of Centers
  • The identification of needed resources to start a new Center in its particular demographic location.
  • A method of determining and distributing outreach resources in a CIL’s various service areas

What is the formula based on?

The formula is based upon an economic model rather than a medical or social service model.  This is a much more objective, data driven approach that utilizes existing, reliable information based upon understandable principles.  The formula can be used as a tool for gathering and organizing data in a way that makes sense to legislators, funding organizations, tax payers, and other stakeholders. The information can be used for local and statewide planning and for developing the state plan for independent living.

How does this formula work?

It takes into account service (number of people with disabilities), worker disability (number of people who report a disability that affects their ability to work) and economic distress (employment rates) for each county in a state and determines the amount of funding needed to provide adequate services in that county.

Where did this formula come from?

The formula for funding CILs was developed by the Illinois Network of Centers for IL and adapted by the Indiana Council on Independent Living [ICOIL].

TRAINING PRESENTERS

•    Mike Egbert, Executive Director of Opportunities for Access, Mt. Vernon, Illinois. Mike has been directly involved with the development and utilization of the Illinois IL Funding Formula. He provided training to the ICOIL on the Illinois model.

•    Dr. Timothy Slaper, Director of Economic Analysis of the Indiana Business Research Center [IBRC], Kelley School of Business, Indiana University, helped the IBRC develop the Indiana IL Funding Formula based on the Illinois formula.

•    Patricia Yeager, IL Consultant is currently working with Indiana SILC [ICOIL] and with the Colorado SILC.  She is a former CIL Director and Executive Director of the California Foundation for Independent Living Centers.

•    Richard Petty is the Director of ILRU (Independent Living Research Utilization), a national center for information, training, research, and technical assistance in independent living.

•    Terry Brigance, Julie Ballinger, and Carri George are Organization Development Specialists with the University of Arkansas CURRENTS.

The mission of the programs of CIL-Net and SILC-Net is to assist in building strong and effective CILs and SILCs which are led and staffed by people who practice the independent living philosophy.  ILRU is a program of TIRR (The Institute for Rehabilitation and Research), a nationally recognized medical rehabilitation facility for persons with disabilities.
